Yeah...or it could just mean he lives on a dusty dirt road. The wheel wells look pretty dirty too.

I'd be more concerned about what appears to be either duct tape, tin foil, or an exhaust repair kit wrapped around the upper radiator hose then some dust on the valve cover.

On the upside, that Mugen oil cap probably adds 15 wheel horse...

the way the wiring is, and the fact it has nitrous at that mileage, shows the car is probably severely beaten on

The interior looks like crap and they cobbled up the wiring. Unless you can get it for under $2000, don't bother. I would only go that high because you can't find Integras around here, and if you do, the bodys are shot. $2000 would maybe be enough to get all the sheet metal for a car around here and enough to pay Jose to shoot some paint on it.
