Its not for the actual temperature, its for the heat index. upper 90s + a shit ton of humidity = balls. It expresses the danger posed towards the elderly and children, and as a reminder to drink plenty of fluids.

Yep - when the humidity is high the heat index can add 5-10 degrees to the actual temperature. The body cannot cool itself. Dangerous stuff.

Upper 90s + 50%(+) humidity + heat index = an actual temp of around 115, and it was hard to breathe yesterday, even for me.
