ls/vtec has no power

I built an ls/vtec and it has no power the swap consists of a b18a1,gsr head,ls water pump, ls oil pump, ls timming belt,ls pistons and rods so basiclly I put a gsr head on a stock block. the compression test shows roughly 180 psi all the way across all four cylinders, but I can turn the crank over with a wratchet with the plugs in it as if the plugs where not in it. the ecu is a chiped p28 for ls vtec.
 
Do you have an aftermarket intake manifold???????
The P28 can not run the secondaries of the GSR IM for VTEC.
Dizzy or starter maybe????
 
So what is it doing?? If there's no power, connect your battery, check your fuses, and make sure you connected all your grounds.

the butterflys are hooked to the vac. port so soon as it cranks they open, and by no power I mean no get up and go the car is slow, more so than the single cam I took out.
