main relay clicks but not firing fuel pump?? WTF

I gotta question...The main relay...its grey and right near the hood relsese thingy...When i click my ignition over to the ON postion where all the lights come on...I dont hear my fuel pump going on...Now if i jump the yellow and green wire and a black wire with a paper clip I then hear the fuel pump come on...but I know that this isnt the way its suposed to be...Can someone help me out ya think??
