mini me swap redlining at 5k

ok guys i wanna pick ur brains.....
got a 92 Civic DX
B7 block/Y8 head

problem is it redlines at 5k....runs fine until it hits that 5 then its like it hits a rev limiter.
have the p28 ecu in it.
running an AEM adj cam gear.
i drive it back and forth to work just about everyday and have no problems with it, i just find that 5k rev limiter a little suspicious.

what could it be? its not the ecu, already tried swapping those...didnt work. possibly timing issue??
 
Is the ecu throwing any codes? ecu's have built in protection circutits that do this cut if it finds something wrong to prevent damage.
