Ever since I changed the brakes on my 95 civic LX the pedal has been so low and spongy. I had put in Kazera rotors and Satisfied gransport pads I bought from TireRack.com. I also noticed today my pcv valve is clogged and wont move and i know the brakes take air from the valve because this car i knew had a soft pcv valve hose and when it was clamped tight no vaccum result in no stopping power.

Change the PCV, its a VERY cheap part. Dont know if it can cause this, but its sounds like it needs replacing anyway.
Did you try to bleed the brakes? Is this the original brake fluid in the car too? If so, you might wanna flush and fill with some new stuff anyway and then bleed them.
