People don't understand that nowadays. Put yourself in the position of a smaller country with "inferior" technology, wouldn't you want something that'll allow you to stand up to the "big dawgs"? Of course, how Kim Jong Il runs his country is fucked up, but I'm just saying....as a smaller country you still want to be "heard" and not ran over by larger countries. Having a powerful military is a way of being heard.

Look at Israel. They have nuke's. Everyone in the middle east knows, they can't get fucked with. They will bomb them back to the stone age(already there sort of speaking).

To me though, they are a responsible owner though.

This is the major point of contention. Also N.K. testing ICBMs for their "satellites" is another issue that needs to be addressed. It would not be to difficult to get either of these objects to Iran or Afghanistan. Arms routes where established long ago and the right people have already been paid off.
