it takes a good chassis, a good suspension, good traction, and a good driver, in good conditions, on a good track, and good luck.
times are a result. you really can't build a motor for a timeslip. you can build it for a power level.
that said, i've seen 270whp cars run 10s, and i've seen 500 whp cars run 12's.
