you are putting an obd1 gsr in an obd2 dx correct? Did you use a conversion harness from the ecu to your wiring harness. Also did you run new wires for vtec solenoid, knock sensor, vtec oil pressure? If not then you have some work to do. And that would be the start of your problems.
