need help wit my crx

I have a 1/91 honda crx hf 1.5/8 valve i have no money for a swap but something is wrong wit it. Everytime i try to go past 4,000 rpm i shuts down kinda like a rev limiter but little different, like as if something is shutting down. On rainy or cloudy days it will not rev past 3,500 rpms. can anyone help?

when is the last time that you have done a serious tune up on the car?

Dizzy 99.9%.. I have one from a 91 civic 4dr (d15b2, multipoint) if it will would you can buy it if you need it. But im not forsure it is the same dizzy as yours.
