new head wont start

i just put a b16 head on my gsr block and i have about 85lbs. in cylinders 1-2 and the others just about 55lbs.. evrytime i try to start it it sounds like the timings off but it isnt. also i just got another new head gasket and i have everything to gether but for some reason i have no juice from my battery even if im jumping it and i know the battery is good because i took the other set of clamps off and hit them together and i got an ark and the weird thing is my radio is hooked directly to the battery and it doesnt even turn on

Use a multimeter on the batteries. They will still ark when you touch the possitive with the negative at 2 volts. Please invest in a multimeter, they can be bought as cheap as 10 bucks for an analogue one.
