not sure about my ecu

ok i bought an chipped p28 and i have been having problems with it. it idles up real high and when i drive it, it doesn't let me go past 3000 rpms with that ecu. so my boy got his ecu today and i noticed something on his ecu

and on his ecu he has on the bottom on r4-r18
i have r17 and he doesn't what do i need to do to convert the ecu to a manual just remove that r17? or do i need to remove the r17 and the two tower things on the top of the ecu? like this one

please let me know i would like to get this ecu running

If the ecu doesn't let you go past 3k, then the program is bunk.
