obd 2 help

i am a noob here but might find help i have a 00ex turbo 8psi boost (obd2b)and i am trying to switch over to an obd1 so i can use a p28 chipped ecu the thing is in limp mode wont let me go pass 4000rpm's i have a jumper harness , the thing is that even without a chipped p28 ecu i still cant run the p28 ecu in here

thinking that the IAC on the the y8 is different then the one from the z6 other then that there shouldn't be a problem p28 is a obd1 ecu so it doesn't need a CKF sensor or a Knock sensor .......

i have a 99 dx with a y8 swap i did the whole turbo thing

yeah man it is a y8 w/2 wire iacv but still no luck now i have the car not reving over 5000rpm and i have the slightest idea why also no knock or crank sensor on. thanks for the help
