OBD2 and one O2 sensor!?

From what I've read... all OBD2 cars should have 2 O2 sensors.
BUT... I got '97 Honda Civic 1.4iS (European model, 6th gen) - which AFAIK had OBD2, but I only got one O2 sensor - on exhaust manifold.

What's up with that?
