OBDII CKF sensor not on JDM motor???

Trying to get rid of this CEL so that I can get it inspected in NYS. From what I am told, JDM motors don't have a crankshaft speed fluctuation sensor (and I couldn't find the spot to mount it on the oil pump, so I am inclined to believe them). Here are my questions:

If I swap the oil pump for a USDM one, can I retain my CTR pulley?
Can I fake the sensor out by wiring in a resistor?
Would JB Weld hold it in place well enough?
If I switched to an OBDI ecu, would the diagnostic port still work? (Note: NYS Inspection now requires 96+ cars to hook up to a computer)
Anyone have a JDM b16/18 OBDIIa ecu?

If you go OBD1 your dia plug will not work right, because they will be looking for an obd2a ingal and the read will not read obd1.

If you need an obd2a ECU let me know i have a few of them from LS motors.

I have an OBDIIa LS ecu, but it is looking for the non-existant sensor. I am trying to find a way around it. If you have a JDM OBDIIa ecu, let me know.
