Personally, I'm not worried about it, the only legal issues were for people who knew how but didn't want to say anything because of possible legal issues which I feel would be 100% non existent in my case
 
then just pop the clear plastic cover off the front of the gauge cluster (very easy to do)
and manually push the numbers to the correct mileage.

done.

keep the old cluster around and show whoever buys the car from you.
anybody buying an old honda wont give two shits about the cluster, as long as you can show the original.
 
doubt it. i wouldnt go play price is right wheel spinning or anything.

swapped an ek cluster into a car once and did it to match original miles. ended up scrapping the car later on, but the odometer worked perfectly fine. needed an electric speedo, the ef had the cable, and i swapped in a b16 that wasnt. so i swapped the cluster too. looked damn good. lol.
