it stays on when the door is opened and the belt has to be removed manually.
 
Take it to a Honda dealership. I wasn't aware until recently that Honda warranties their seatbelts for life. They should fix it for free. If they argue, I'll find out more details for you.


Wait a second. I didn't realize at first that you meant the electronic part. I don't know if that is covered, but it may be. Check it out. :)

dunno what kind of car it is

but in DA integras, there is seat belt relay module doohickey located in the passenger kick panel

it went bad in the girl's old integra and caused the seat belts to lock in position

source one from a local junkyard for 5 bones or less and give that a shot

after checking fuses of course
