I don't think it is because there is only one hose coming from it. could it be a smog pump

you can drive just fine without the power steering pump
FYI:
A "smog Pump" is a heavy, horsepower-robbing, belt-driven, low pressure air pump that is used to put extra oxygen into the exiting exhaust to make the catalytic converter work more efficiently. Honda has Never used one. If you want to see one, go find a stock 80s-90s Crapmaro/Fireturd.
And, YES, bob, you are right: the PS pump only has one rigid line going to it from the rack and pinion. It should also have a flex line going to the resevoir bottle.
