I have a 94 civic ex and i was checking my radiator fluid today and when i took the cap off there was some black residue on the cap/radiator and in my over flow tank. What could this be. The black stuff is a solid build up too. Could this be head gasket material?

Welcome to headgasket leakage - population, you. This happened to my D15B7 before I swapped the head. Chances are, you have the lucky HG leak - oil in coolant, but no coolant in the oil. I'd suggest planning a date to change the headgasket.
 
there is no creme colored goo on the inside on my oil cap. If it was oil in my radiator then why is it solid.
 
Solid? Like solid on the overflow bottle, or on the cap? Unless its paint from the necks of the radiator - there is no other cause other than HG leakage.
