Reving problems h22a swap

man all these bullshit post replied...but i'm still not get'n any answers....ok sorry that its not too clear the first time....but here it is...ok the motor is an H22a JDM, with a jdm P13 automatic ECM...in a 94cord EX. ok the problem with it is that it idles low...and it wouldn't rev above 1400rpm...and on top or that takes fucking forever to start in the morning....ok here is what i tried....changed TPS sensor and adjust voltage, IAC valve, and yes i did messed with the throttle adjustment....so any help would be greatly appreciated..!!!

Check the vaccum line and make sure they are all connected

yeah vaccuum is good...but i found out that the injectors are obd2 but it also fit OBD1 harness...i never knew this causes it to not to rev...
