revving high when stopped

Hi we completed a h22a swap into a 94 accord, it runs beautifully, but when it comes to a stop, it starts revving high without anyone touching the gas pedal.
Please HELP

check out the IACV or the FITV. one or both may be bad.

or throttle cable is too tight.
