Its called 'Marbelizing'. You put down the hood, fender, or whatever. I'll use the hood in this example. Just after laying your final coat of the paint, you lay down a light sheet of paper on it. Or a 'marbelizing' sheet as some companies have. Then let it sit for a while, then lift the sheet. And you get that effect after lifting the sheet.
