Scrubing

I have a 96 Honda Civic on 18's and when ever i have people riding in it it scrubs really bad. i can't only have like 2 people ride with me. i have bought some coilovers to maybe stiffen up the suspension, do you think this will work. i know i need skinnier tires but i don't have 500 dollars right now, does anyone have any sugestions
