I've got an older ryobi riding mower that I'm getting ready to sell, so I was running out around today to make sure everything was ok and the throttle staying surging so I checked the oil and noticed there was a little milky spot on the dip stick. Where would water come from in an air cooled engine? Condensation in the crank case from sitting? Think it'll be ok with just an oil change?
 
Might just be a leak around the dipstick, combined with condensation. Typically things like this are additive, the throttle may have been sticking for a while, then it stuck open while it was sitting.

Change the oil and figure out why the throttle was sticking.
