I'm thinking of buying a 89 Crx Si that already has a B16 swaped in. The body is good and so is the interior. The problem is with the motor. The owner says that is has a high idle (2100 rpm) and is running really rich which is causing bad gas mileage. My question is can anyone give me some ideas as to why it would be running that way?

you are walking into someone else's problem.

i think it could be the idle air valve letting too much air in or the fuel regulator letting too much fuel in
 
I'd say look it over real good,check out what kit he used to swap it in (HAsport,Place,homemade crap).If they used real parts for the swap then the worse case scenerio is pulling that motor out parting it out and dropping in a new one.But like Pills said,you may be inheriting all kinds of not so obvious problems,so you might want to steer clear.
