surging idle problems

1996 Civic CX hatchback standard

Surging idle problems; changed all parts on the throttle body; all sensors; proper voltage at tps; still doing it; absolutely no change in condition.
Someone mentioned the coolant sensor or mass air flow sensor or something? Could this be the problem and don't know where they are located.

I've had this problem with a b16. It was the coolant sensor. I believe it should be mounted below the throttle body with coolant lines running into it and then out of it. If your looking straight at the throttle bodies opening it should be below that.
