B16a1, mainly because the B18b is OBD2 (crx's are OBD0) which translates into a major wiring nightmare. also, there is much much more aftermarket support of the B16.
 
My 90 crx si with b16a1 ran a 14.871 @94MPH. Ist time ever out, no intake, no headers, no exhaust.

It's a blast to drive. :)

The B18B also came in the 94-95 Integra, so there are OBD1 versions out there.
