tach acting wierd and clutch slipping

i finally got my swap done in my hatch (91 STD w/ 92LS) about 2 weeks ago
i went on my first real test run yesterday, about ~20 mi

i noticed at lower RPM when acelerating the tach would stick and then jump to the spot where it should be, i was thinking something in the dizzy but it is a NEW unit so now im lost


now for the clutch, i have an Exedy organic and 12LB flywheel , when accelerating when i get into higher RPMs the engine revs a lot faster like i am in nuetral and the car seems to lose a lot of propulsion, now i have heard that you are supposed to take it easy for the first thousand mi on a new clutch, i have adjusted the clutch and it does the same thing
does the clutch acutally have a break in period?

exedy is not a remanufactured clutch so it does not have to be worn in ass much atleast 400mls i think...... i have a exedy STG 3 with a sprung center best clutch ive ever have good choice
