Throttle Response

I have a quick question, I have a EG Hatch with a b16a in it. I have been noticing that when i mash the gas in neutral, it seems a little delayed (the engine revving). It also does it in gear, but not as much, or maybe I just don't notice it as much. What would be the cause of this? I have some ideas, but would like to hear your opinions.

Plugs, ignition timing, or throttle gremlins would be my guess.
