When I try to adjust my TPS voltage, I put it all the way to the side and its still only at .35 - .39 and not the .49 like it needs to be ??? what the heck ? how do I get more out of it ?

I believe he means the gas pedal is where the problem is, and not the TPS.
 
Ok, NOPE, the throttle body is all the way closed. anything else ? I tried 2 different TPS sensors and they are both just under .49 volts. I can't get it up to .49 or further.
 
Sometimes you can't get the TPS to adjust within spec properly. When it's adjusted to just under .5 are you having any problems?

Another "TRICK" I learned when adjusting the TPS voltage is to bend the metal tabs on the T-Body that the sweeper sits in. Then try adjusting the TPS from there. You have to be VERY careful when doing this because if you damage the metal tabs, you might as well toss the t-body in the trash.
