Tunning with crome advise for first timer is needed

    I am about to fire up my project and i picked up a chiped and socketed p28.
    it has a base program aleady in it.
    i have never tuned a ecu before and i have no idea where to start. i always added fuel and played with the distrubuter.
    can anybody help me.
    what program and equipment is needed to tune?
    Is their any competent tuners in N.Y.

    i have purchased a widband o2 sensor and from what i understand 12:8 - 13:5 afr is safe for wide open throttle in vtec lobe and 14:5 might be ok for part throttle. i do not know if that is correct.
    also what about ignition? what are safe timing points and how do i read the maps?
    again i have never tuned any type of ecu management so any help would be greatly appreacheated
