you can tune without a dyno. what you need is a wideband o2 sensor. plug that in and get a reading.. drive around with a passenger who knows whats up with tuning and you can set your air/fuel better. as for Vtec at 3000- you are probably better off moving it UP

That's a little more than I was thinking of spending.I'll just hit up the classifieds and see if I can get a VAFC fairly priced and if it don't work out sell it to someone else.
