Vtec ?

I have a 91 hatch i icerace it
it has a b15b vtec in it
not shure my vtec is working
with key on i have 8.8 volts at vtec solenoid
should it be 12 volt?

i think it should be 12v , am having the same problem but with a jdm itr engine, i cant get vtec to work.
