92 civic with ls swap

I'm having some problems, it seems to be hesitating below 4k mainly from 1500-2000 rpm. I'm still waitin for my Ls ecu so i'm usin the stock 92 dx (p06?) ecu. I haven't timed it or checked it even. I drove to go get some gas and to UPS and it ran with the hesitation but when I left UPS it didn't wanna start (not getting suffiect air/fuel.) After I reset the ecu it started right up..

1. What do you think the problem is.
2.Please give me a detailed description on how to adjust timing

yup, only partial throttle, wide open it just whips right through the surge. Is there a special way to test the voltage?
 
Ok so I test the voltage on the combination of the 3 wires (didn't know whick 2 to check) The most logical voltage reading was .7 volts. I have a feeling thats too high, is there a way to lower it?
