Well I was checking ebay and I came across this nice looking intake manifold:

Do you guys think this is a pretty good intake manifold to get? It has a nice price on it. It should fit my B16A in my 91 right?

Go with the AEBS its only $150 you can find them on ebay all the time.

Another question is will I notice a difference if my only mods are cold air intake, header, and exhaust? Does it really give an extra 15 hp?

no. Unless you had a boosted engine or a very high compression engine, you probably won't see any hp gains. Maybe 1-2, but nothing huge.
