by rear fender im assuming you mean your quarter panel. remove ALL of the rust. if it requires you cutting a portion of the panel out do it, and weld in some new sheet metal, grind the welds and sheet meatil with some 36 grit bondo, sand, prime, paint. if its only surface rust grind it down, apply some bondo, sand it, prime it, paint it.

The 5 dollar fix, grind out all rust, put bondo on until you get the proper build, sand to nice finish, paint with spray can.

Make sure you prime your bondo with some sort of sealer and/or primer surfacer before spray bombing it. If you dont moisture will get in there and you have more rust AND bondo to grind out. I would also reccomend NOT using that "rust converter" shit, all it does is turn the rust black.
