It's not which state will allow it, it's the specific law in that state. Example- In NJ I can black out my tail lights as long as my brake lights still illuminate red, blinkers red or amber, and reverse white.

I'll tint taillights or headlights if the design calls for it . Now adays, it's a matter of the show ability of it. If it looks right, I'll be sure to velcro something on when it's parked. I've even put painted covers on lights.

Haven't driven with them, but I'll use them if it's part of the design I had in the mind. I actually had clears in mind for my CRX and tints in mind for the Civic Hatch. The Neon we buillt has a set of tints to cover the tails at meets and whatnot. The headlights are very classy, so we let those out to say hi .
