Best turbo for a SOHC is a t25 or a t28. If you go bigger then that you will not have the response you will want. Ie turbo lag. Some use the T3 but it is too large especialy if your doing mostly city driveing or you like to road race on a track. The T3 will lag when you pull out of turns where the t28 or t25 will be there at close to full boost. If your a dyno Queen and want big numbers and to drive in a strait line (boreing) a T3 will be just fine.
Erm... I'm not quite sure why you are so worried about lag. Boost threshold is part of the turbo, stop trying to compensate for it with a smaller turbo.
A T3/T4 hybrid should flow well enough for spirited driving. Perhaps a T3/T04B with a .63 coldside A/R. You might also consider looking at Edelbrock's new intake manifold for the SOHC.
