Yes, I think it would be both. More of the latter than the former though.
Hell... even though I've never used them- I have actually seen the humongous cartridge storage systems hooked up to operational systems in person. I think they were called "removable disk pack" drives.
I used to call the enclosed platter drives (Hard Drives) Flippies. Then they went to calling the Floppy drives "Soft drives" because the media was flexible, and the platter drives "Hard drives"
And they held 64 million bytes. That was enough to load multiple programs onto one system.
