I just bought a 2000 Civic EX model in prestine condition with 109k miles all factory unmolested, the vtec solenoid looks fine but it just doesn't work and there's no cel. So what could THAT be?

    Have you tried cleaning it?

Yes. There is enough oil, everything's wired right from factory, no check engine light, and when I disconnected the vtec wires and took off the solenoid and the whole piece to check it it was clean as a whistle, CEL came on when disconnected and turned back off when I put it back on.

HOWEVER, when I gun it and it hits that 5500 vtec point, the whole vtec range I hear a whistling sound when driving it hard so my only guess is the solenoid itself needs to be replaced.

Unplug the solenoid and put 12v to it. It should click (solenoid body must be grounded)

Didn't even think to test it already bought a replacement solenoid, it should do the trick.
