the way u have your num. on the valve cover is backwards

the vss is located in the instrument cluster. if your speedometer isnt hooked up it will throw that code. had a 90 ex with the same prob. speed cable broke light came on. try a different gauge cluster
check the main ground on the thermostat housing a friend of mine left his loose and it did the same thing sometimes it would click repeatedly. or gound from bat. ground to tranny
its not a prob. what happens is there is to much preasure against the ignition lock when it does this just turn the wheel (there should be about a 1\4" of play) which ever way it will go, hold it, then try turning your key
