I am wondering if a 1999 CRV High Compression engine can be installed in a 1998 crv and be street legal. I need replacement for my 1998 and found a 1999 engine at alnjdm.

the specifics really depend on where you are located
but pending no imported engine restrictions yes as long as all the emissions equipment remains in place and no check engine lights are on it should be fine

The b20b and b20z are nearly identical blocks, but the head and intake manifolds are slightly different. You may find you have sensors with no plugs and plugs with no sensors. If you can, try and find an exact year (or, obd/generation of the engine) for a direct bolt in/plug in swap. Otherwise, you'll end up hacking to hack a few things-- which is fine, but only if you want to do so.
