bump is to bring it to the top *ttt* of the unread posts lists
You get it by clicking that persons lawey scale looking thing under their name and giving them positive or negative rep. You get a rep point for every 50 points

the rep box isn't a popup. its a layer that is CSS'ed out of the DOM when actived onclick the display is triggered to show.
