if i put the 9:2 or 9:1 witch is better but do i have to sleeve the block or can i just put the rods and new pistons

I'm assuming by the 9:1/9:2 pistons u are going for boost, you don't have to resleeve, but it would help. Go with the 9:1 pistons.
