I have a 1994 civic ex and I just took it in for the 4th time yesterday to get smog checked and it failed once again. Here are the changes made so far.

Changed spark plugs, spark plug cables, distributor cap, rotor, oil change, run some injection fuel cleaner, a cat converter change to a walker 15800.

Here it's what it comes back with:

Where are you located? I know in Nevada, if you have 2 failed emissions test papers and you pay a dealership $200, or you use $250 or more in parts in attempts to pass, you go get your third failed test and then DMV will waive your emissions till next year...

I played with the timing on mine and finally got it to pass...

Or you could find someone that will pass it...

I live in California. I`ll try to play whit the timing belt.

I have not changed the air filter.

how long are you driving before you go get the car tested?? you want the cat to be as hot as possible.. fuel pressure could be too high

I would try the air filter, and at this point gas isn't going to help much, it takes too long for the ECU to self-adjust....

Check engine light is not on. I'll change the air filter even do I changed it about 4 months ago.

I'll be checking the sea foam out I hope i can find it at a close store close to my house.
Edit: I was looking at the web site and I was wandering in my case how should I apply the sea foam?

If your not getting any cel codes than your o2 is working. You would fail for the cel being on period. Your engine is simply running too rich. Could be from a bad cat, incorrect timing, burned exhaust valves and so forth. Check your a/f ratio at a local shop. An average a/f ratio should be 15:1 roughly. If you can get the ratio close to that than you should be able to pass unless something is keeping your computer from letting it.

i live in maryland and i just made sure my car was slammed wen i went and they wouldnt let it on the rollers. so they just gave me a waived thing. so im good for 2 more years. just turn your coilovers way down.

Well the employee who waived you by and passed you without running the tests will eventually get fired, IF your story isn't complete BS. By law your headlights must be 'x' inches from the ground. This varies from state to state. You would've failed right from the get-go.
