1. Are JDM swaps legal in Washington???

2. Will a JDM swap pass emission testing or is a cat needed???

1) Yes, jdm swap is legal in washington. I use to live there.

2) Yes, it will pass emission if swap is done correctly. A cat is needed in every state cuz' its a national law....
