No power to my ECU

I did a B16A swap into an 89 hatch. I have a PR3 ecu. Everything is wired correctly. I just don't have any power going to my ecu. Starter turns over, fuel pump engages, radio works, lights work, etc. Just acts like ecu doesn't have power to certain pin-outs. I did have a check engine light on for a while, now nothing. Any suggestion would be appreciated and used.

did you check your ecu fuse to see for some reason if it is blown?

I found out there is power into the ECU. There is not any power going to the main relay for some reason. I'm not sure if having a Japanese ecu makes the difference or not. All fuses and connections seem good. The old ECU worked fine but it was for the D15. Any other suggestions?
