Problem with starting, '95 B18c, Please help

Wasn't sure wether this should go here, pr in the electrical forum, but anyway...

I am having this problem with starting, on my B18c swapped hatch.

When I turn the key to start the car, it does not start, it just "Clicks", similar to when you have a dead battery (which it isn't, cause I have a new battery). I can get it to start if I flip back and forth between start and on repeatedtly for about 10-20 seconds. It's not that the starter is spinning and it's not catching, it's that the starter is not even spinning. It's like the solenoid is clicking but the starter is not going.

I thought for sure it was the solenoid inside the starter, so I got a new starter, but I am having the same problem. I checked the flywheel and starter gear to make sure there are no missing teeth, and there are not.

I am absolutley dumbfounded. Maybe it's an easy fix many have encountered and I'm just missing it, but I am stumped.
