Scratch removal

so my mom has a black 2000 impala that i somehow the the job of taking care of. She wants some of the scratches taken out on the side. Ive buffed it for awhile and they're still there. So my other thought was if i used very fine sand paper and then used the buffer with a polishing compound. Im not much of a bodyman so im not sure what would work best.

I got a quote from a local body shop to buff scratches out of my truck for like 60 bucks for the driverside door after a dog jumped on it. I would go that route if you are unsure.
