well im trying to keep this as simple as possible, I now have a socketed P28 but I need a socketed nonvtec ecu for my new build.

So What Im asking is....Can I make a Vtec ecu to a nonvtec ecu?? I know you can make a nonvtec to vtec but can it be done the otherway arround?

I really dont want to buy another ecu and chip it.

if you're socketed, just get a prgram that sets vtec to activate at like 9999 rpms, so it never hits.

No, a vtec & non-vtec chipped ecu are identical minus a couple of
components for a 12 volt vtec output.
A vtec ecu can run a non-vtec program without throwing any cels.
